National health systems in Europe, which were severely stretched by the Covid-19 pandemic and non-emergency healthcare services, including primary care and planned hospital care, are yet to recover. Backlogs and delays are, according to the World Health Organisation, being experienced in nearly every country. The use of market mechanisms as a tool for improving the healthcare system performance appears to be receiving less emphasis than before the pandemic. Nevertheless, competition authorities across Europe continue to be active in ensuring that where market mechanisms are used, these continue to be effective in driving better outcomes for patients and taxpayers.
